DUTIES AND RESPONSIBILITIES OF THE COMMANDER AND THE CHIEF ENGINEER OFFICER

87. The Commander and the Chief Engineer Officer should work together in harmony.

88. The Commander and the Chief Engineer Officer are 'jointly responsible for ensuring that the ship proceeds to sea with sufficient fuel on board. Normally three days spare fuel will be found to he sufficient.

89. The ship's speed will at all times be controlled by the Commander subject to considerations of safety and to his sailing instructions and in consultation with the Chief Engineer Officer.
The revolutions are to he entered in the Deck and Engineroom Log Books.

90. The longest possible notice should be given by the Commander for raising steam or for power requirements on diesel engined ships.

91. The Commander and the Chief Engineer Officer must ensure that the staff in Deck and Engineroom departments are fully and properly utilised at all times in the context of the duties they are called upon to perform, bearing in mind the technical competence and experience of the individuals.

92. The requirements of the "Oil in Navigable Waters Act" are to be strictly adhered to and the record kept up to date and available for production at all times to the Surveyors.
Particular care must also be taken to conform to the provisions of the "Clean Air Act" and similar local legislation at the various ports.

93. Every endeavour should be made to use fuel oil within six months of taking it on board and, to prevent deterioration, it must he used within twelve months of receipt.
