DUTIES AND RESPONSIBILITIES OF THE CHIEF OFFICER

94. The Chief Officer is in charge of the Deck department and is responsible for the up-keep and maintenance of the structure of the ship and for such other items as are detailed in Company's instructions issued separately.
He is responsible for all Deck stores.

95. He is responsible for all Life Saving and Fire Fighting Appliances and for the maintenance and the clarity of identification markings of Cargo Gear in accordance with the requirements of the Factory Act or other appropriate Acts, and for keeping official records up-to-date.

96. In matters of discipline, the Chief Officer, as "Mate", has certain responsibilities under the Merchant Shipping Act which extend to the crew, not only of the Deck department but of all departments. In exercising such responsibility the Chief Officer must act in co-operation with the Officers- in-charge of the other departments concerned.

97. He will report to the Commander after making rounds at 0800 and 2000 hours.

98. He will be in general charge of all cargo work and will ensure that junior Officers give close attention to loading, discharge, and stowage.

99. The Specie Room and Magazines will he under his personal charge and the keys must always remain in his care. A duplicate key is to be kept in the Commander's safe.
Should the quantity of specie offered for shipment exceed the capacity of the Specie Room, the Commander, with the knowledge and concurrence of local Agents, must make such special arrangements as will ensure that only the Chief Officer, and no other person, has the key to the compartment in which the excess quantity of specie is stowed.

100. The Chief Officer is responsible to the Commander for all matters concerning the accommodation and carriage of Third Class passengers.

101. The Chief Officer will personally super- intend the loading and discharge of specie and all other treasure. Every precaution must he taken during receipt, handing and delivery to guard against accident, damage or loss.

102. The Chief Officer will he responsible to the Commander for the welfare of all his staff and for the cleanliness of the Deck Crew quarters. (See also Reg. 116b).

103. In ships which do not carry a Surgeon, the Chief Officer is responsible to the Commander for hygiene and sanitation in the ship and for the health of Officers and crew ; he is also responsible for medical stores and equipment and for the cleanliness and readiness of the hospital.

104. He will keep a careful account of all labour coming under his jurisdiction so that contractors' bills can be properly checked. It is essential that he shall sign no voucher until he has satisfied himself that the labour detailed therein has actually been utilised.

105. The division of duties between the Chief Officer and the First Officer, when carried, will be laid down in separate instructions from Head Office or by the Commander.
